This book contains the most important results of published studies conducted during the last 25 years in the development of the Far Eastern Scientific Hydrological school. It sequentially sets out a holistic concept of the surface of the hydrological cycle. It formulates the methodological basis of hydrological calculations and forecasts, and sets out new methods of hydrological risk analysis and probabilistic modeling of structural and morphometric analysis of river systems, and discusses new challenges and means of research of regional and local hydrological cycle in their various aspects.

Последовательно изложена целостная концепция приповерхностного влагооборота. Сформулированы методологические основы гидрологических расчетов и прогнозов, изложены новые методы анализа гидрологического риска, вероятностного моделирования и структурно-морфометрического анализа речных систем, рассмотрены новые задачи и средства исследований регионального и локального влагооборота в его различных аспектах.
