The research for this report took place over two years and the aims of the study were: to assess the effectiveness of new controls and guidance over agricultural and forestry developments in meeting essential needs and protecting the environment, whilst imposing excessive additional burdens on agricultural and forestry businesses. It also aims to assess the effectiveness of revised guidance on the conversion of rural buildings in promoting the diversification of the rural economy and the conservation of the countryside. The research focuses on a number of different aspects of rural development, looking in detail at the workings of current controls and government guidance.
