Referring to Agenda 21, adopted at the UN Conference on Environment and Development, this training manual outlines the major elements in the establishment of an effective environmental compliance and enforcement programme for industry. It also delineates possible ways of establishing such a programme. At the Conference, it was emphasized that to achieve sustainable development goals, nations must increase environmental requirements. It adopts the "train the trainer" philosophy, to enable officials of environmental agencies to use the manual as a reference in designing programmes and training.
