This document is part of the guidance provided for by section 35(8) of the Environmental Protection Act 1990. It gives guidance to Waste Regulation Authorities to determine whether or not to accept the surrender of a waste management licence under section 39 of the Act, when the licence applies to a landfill site.

Waste Management Paper No. 26 (1986) which is being updated as a series of papers, gives advice on the landfilling of wastes. The guidance in this Waste Management Paper adds to that in the 1986 edition of Waste Management Paper No. 26, and deals with the assessment of whether or not the site is likely to cause environmental pollution or harm to human health.
