The South Commission was set up in 1987, with Julius Nyerere as Chairman and Manmohan Sing as Secretary General. The Commission's Report is a follow-up to the 1983 Brandt Report; but unlike Brandt it has not been produced on a bi-partisan basis. It sees the problems of development from a developing country perspective, arguing that the 1980s have left developing countries in an even more vulnerable position than before.
