Provides 12 proposals for inclusion in the UK Government's new Planning Policy Guidance note on housing (PPG3). These give greater attention to the environment and social housing, enhance public involvement, repeal the builders' special privileges, require local authorities to maximise the use of recycled land and buildings, introduce new financial incentives to renew towns and cities and curb the surpluses of greenfield building sites.
`There are few winners in the current approach to planning for housing. People and the environment in both town and country are losing out. The cycle of urban decline, countryside loss and social exclusion will only be broken by far reaching reforms to planning policy.' Tony Burton, Assistant Director of CPRE.
