Emissions of several man-made chemicals, including CFCs, are depleting the stratospheric ozone layer which protects life on Earth from harmful ultraviolet radiation from the sun. These are known as ozone depleting substances (ODS). Nations around the world have therefore agreed that the production of such substances must be eliminated worldwide. This guidebook was prepared within the framework of a co-operative project responding to the information needs articulated by many national ozone units. It is designed for use by ODS officers and legal officers responsible for structuring and drafting regulations to control and eliminate the use of ODS.
