This paper aims to produce guidelines for the development of coastal area plans that can be applied at a national level. There is a brief summary of the operational definitions of the terms used, a brief review of coastal zone problems and the effects of climate and other global sources of change. Patterns of past, present and future use of the coastal zone are reviewed, as is the need for integrated approaches to management and planning.
