Part 1 provides a framework for the volume, considering what makes an effective EIA system and the primary requirements for ensuring effectiveness - capacity building and quality review. Part 2 explores the transnational dimensions of EIA, including the Espoo Convention on transboundary impacts and the work of the multilateral financial institutions. Part 3 uses six regionally focused chapters - Eastern Europe, East Asia, Central and South America, North America and the European Union - to explore the pressures for the adoption of EIA and what is required for effective implementation.
