"World Resources 2008" identifies and explores three elements essential to the longterm success of scaled-up projects: local ownership; representative, robust, and adaptable local institutions; and the development of adaptive networks. Analysis of these three factors will examine the steps that governments, communities, and intermediary institutions must take to make scaling efforts viable, while also addressing challenges and hurdles that may be anticipated.
