The way in which transport policy is formulated remains comparatively crude, unlike energy policy, where social, economic and environmental factors are now much more fully incorporated. Drawing on the way in which energy policy has evolved, this study shows how much more detailed and sophisticated transport policy needs to become if it is to take adequate account of all these 'externalities', and shows what the basis has to be for transport policy to become sustainable.
